In light of the international health and humanitarian crisis facing the world due to the spread of the "COVID 19" virus, also known as the "Corona virus", which led to the largest health and humanitarian catastrophe the world has faced in 100 years, the health system has collapsed in most of the countries hit by the Corona virus. And these countries have witnessed a severe shortage of basic medical supplies to cope with the spread of the virus.
Severe shortages of basic medical masks and protectors for residents and medical personnel.
Severe shortage of medical sterilization materials , Protective suits and oxygen masks
Major shortages of ventilators and resuscitation.
An acute shortage of medical beds and recovery rooms needed to cope with the crisis.
An acute shortage of medicines worldwide, especially analgesics and alternative medicines used in treatment.
Accordingly, the global health system collapsed in the face of the crisis, and we have started to witness piracy and confiscation of shipments of medical supplies and devices around the world, as happened in many international airports and ports.
The major blow was India's announcement to reduce its exports of medicines starting in March 2020, which caused panic and terror among hospitals and doctors in the affected countries, especially since India and China are considered what is called , the world's two pharmacies.
This is still the world in the eye of the storm due to the spread of the Corona virus and all of the aforementioned crises in the provision of medical supplies and devices happened in countries where the health system is very advanced such as "the United States, Italy, France and Spain".
The vision is still unknown to eliminate the Corona virus and prevent its spread or find an effective vaccine for treatment. Therefore, the world faces the danger of spreading this virus in the third world countries and the African continent and the countries that witness a weak health system, and if the crisis reaches these countries, the humanitarian disaster will be very large In the number of infected people and deaths.
The Corona virus crisis was not only health effects, but its consequences were also catastrophic for the global economy to cause the worst recession hitting the global economy since the Second World War, and with most of the world’s states entering in cases of partial isolation and closure, the global economic movement stopped and fatal economic losses began hitting countries and economic entities.
And many countries around the world began to move to confront the virus unilaterally, developing to be an international alliance in the face of this serious pandemic. Also , international organizations and alliances began their intensive meetings to take all necessary measures to confront the virus and its health, economic and social impacts.
And some of those measures are as follow .
The emergency meeting of the G20 countries and the decision to allocate a special program in the amount of 5000 billion dollars to face the economic and health implications of the virus around the world.
The emergency meeting of the European Union countries and the decision to allocate 500 billion dollars to confront the Corona pandemic and its health and economic impacts.
The emergency meeting of the United Nations Security Council to discuss the spread of the Corona virus and its impact on peace and international security.
In addition to all other measures that were taken by the individual countries and
allocating huge sums of money to confront the Corona virus and its health and economic impacts locally.
Despite all the international actions , the health crisis continues, and the acute shortage of medical supplies continues to worsen despite the global factories operating at full capacity, but they have not been able to bridge the deficit that afflicted the global health sector.
Based on all the aforementioned damages and health, humanitarian and economic crises caused by the Corona virus, The Geneva Center for Political and Diplomatic Studies has submitted an international vision to present to the United Nations and the World Health Organization and the relevant diplomatic bodies.
The idea of the World Health Fund for Development and Investment revolves around the establishment of a global fund similar to the mechanism of work of the International Monetary Fund, and it belongs to the United Nations and the World Health Organization, but with an independent mechanism.
The Geneva Center for Political and Diplomatic Studies submitted on April 13, 2020, a suggested draft project for the establishment of an "INTERNATIONAL HEALTH FUND
FOR DEVELOPMENT AND INVESTMENT (IHFDI)"
The goals of the Global Health Fund for Development and Investment suggested are as follow:
First , Short term goals.
Urgently start building a strategic stockpile of medical supplies necessary to cope with emergency health disasters such as masks, protective suits, and sterilization materials.
Begin to create a strategic stockpile of medical devices necessary to respond to current and any future epidemics and health emergencies to include bacterial and biological warfare.
Begin to create a strategic stockpile of essential drugs and analgesics in emergency health situations.
Providing urgent health loans to the affected countries, which may face urgent health crises.
Establishing international health laboratories with the aim of studying viruses and epidemics and arriving at anti-therapeutic or therapeutic vaccines while monitoring disease development and the extent of its re-spread.
The goal of the idea of a global health strategic stockpile is to urgently intervene in helping countries experiencing major epidemics and infectious diseases, reducing crises and acute shortages of medical supplies that all the countries of the world have faced .
The global health strategic stores are distributed in all countries of the world based on geographical distribution and population with the possibility of establishing major strategic stores in major countries. And the main aim of the proliferation of stores around the world is the speed of urgent intervention in the necessary cases.
Long-term goals
Establishing a global investment body affiliated to the Fund, with the aim of investing in the medical and health sectors around the world.
Establishing medical factories belonging to the Investment Authority aiming to manufacture basic medical supplies such as masks, protective suits, sterilizers, etc.
Establishing special factories for the medical devices necessary for international health crises, and for their priorities are respirators and ventilators. The rest of the sectors are determined based on the vision of the medical authority.
Establishing special medicine factories affiliated to the World Health Fund that work to produce essential medicines necessary for emergency situations in addition to medicines necessary to face epidemics and microbial wars.
Establishing medical institutes it’s main job is to prepare nurses and specialists who can remain as human medical energy that can be called upon in international crises.
The objective of the fund's investments is not to compete with the private health sector, pharmaceutical companies, and international medical industries, but the primary goal is to secure basic medical supplies based on the capabilities of the fund and its medical factories without waiting for other companies, factories and their ability to operate.
Factories are built on various continents around the world for ease of transportation and intervention in times of crisis to stop face crisis of stopping global traffic and transport, as is happening now in light of the Corona crisis.
These factories are distributed in a way that ensures balance between low-cost countries and other high-cost construction and operating costs so that the fund can achieve the investment balance and can compete with international companies.
These factories sell their medical products to countries wishing to deal with the fund's investment body in times of peace and no outbreaks of crises and epidemics. And every country that deals with the investment agency has a balance that can exploit when facing any emergency health crisis.
In this way the goal of establishing the factories, which is building the global health strategic stockpile and ensuring the existence of self-production capacity at the fund, is achieved while ensuring investment in these factories and what they produce in times of peace and the non-proliferation of health crises.
The proposed budget for the establishment of the International Health Fund for Development and Investment.
The initial budget of the fund will be 200 billion dollars paid from the contributions of member states, which are the same as the member states of the United Nations, with some exceptions for poor countries.
The final budget will be 500 billion dollars during the ten years following the establishment of the fund, while guaranteeing the investment profit returns for the contributing countries from the fund's investment projects.
Managing the Global Health Fund for Investment and Development.
The fund is managed by an executive body formed by agreement between member states and in accordance with the regulations and laws governing the United Nations and the World Health Organization.
